Dogs Deserve Better Founder Tamira Thayne was on a seven state Capitol Doghouse Tour, in which she chained herself to a doghouse on the Capitol steps of WV, OH, IN, IL, MO, KY, and VA. When caught in a rain storm while chained in Indianapolis, Indiana, the rain washes away all Thayne's defenses, and she sobs for those who are still living chained.
